Road Map for Thailand Reform

Today is an appropriate occasion to remind you of Thailand Reform because it is  the first day of New Year 2015.

The mission of the National Reform Council, according to it's Chairman Professor Tienchai Kiranan, involves 6 following issues:

1.Morality and Ethics in national public administration;

2.The structural aspect of personnel administration in the national public administration;

3.The effective recruitment procedure in the national public administration;

4.Political neutrality in the Thai bureaucracy;

5.Effectiveness in the national public service;

6.National budgeting and financial system with local government participation and 

transparency in budgeting process.

It seems every issue is related to the system of national public administration,i.e. management, money and manpower with a more emphasis on transparency and participation. These principles have been discussed for many decades without any concrete change.Therefore this time we hope to see a more gigantic change in the six issues.


The prospect is more positive and more prominent when we consider an important point made by the chairman of the council. He said nowadays people always turn a blind eye on the important matters related to these six issues thinking the matter is none of their business.

From now on people must get involved and take part in actions of defending their rights. They have to protect public interests. They must take more responsibility to protect their own fundamental rights. There must be ways and means to encourage the general public to really care for the interest of the public.
How can we manage to promote this ideology in various parts of our society  remains one of the huge question marks . This has been one of the most important issues facing the National Reform Council .
